Frequently Asked Questions Hours of Service

Fleet Complete - HOS

Is the system easy to use for both the driver and the fleet managers?

Fleet Complete HOS is a system designed with the driver in mind. The user flow is pretty much the way the driver currently does their Log and DVIR reporting. The look and feel is familiar to them, so the time to learn to use the system is greatly reduced.

Is the system designed to handle upcoming rule changes?

We made our HOS solution configurable with regards to industry rules, so we can add any hour changes to the application quite easily. Many older HOS systems were not designed to be configurable, therefore, changes cost time and money as the systems have to be reprogrammed with new rules or changes.

Does the system store all the information necessary for an audit?

Fleet Complete HOS maintains all the historical log and DVIR information available for any audit. It tracks all edits to a driver’s log, and keeps the original information as well as the edited version stored, as outlined in the US and Canadian rule requirements.

Does the system track driver violations?

Besides automatic driver notifications, Fleet Complete HOS records all violations in the drivers file.

How does the system enable the driver to handle a roadside inspection?

HOS has a special Roadside Inspection mode that provides the roadside inspector with only the required information for the Roadside Inspection, while locking the tablet from access to other application information. The driver has to enter their PIN to return to full functionality. The driver’s personal information and other HOS/DVIR information is locked during the Roadside inspection.

How does the Fleet Complete HOS DVIR application work?

Fleet Complete HOS provides the driver with the correct forms right on their tablet. They can walk around their power unit and towed assets for their Pre-Trip, In-Trip and Post-Trip inspections. This tool assists the driver’s inspection by providing a complete inspection checklist of all items required.

Should the driver find a defect, the DVIR module provides the driver with the suggested defect descriptions, and then allows the driver to add, edit or enter their own wording.

When the inspection is completed, the driver signs their DVIR. If they identified a major defect, an alert can be immediately sent to the designated maintenance

person for notice of required repair. The system provides a sign-off form for the repair and keeps the latest copy on the driver’s tablet of the last report in the case of a roadside inspection.

To meet regulatory requirements and enable viewing of historical information from past inspection reports we archive all the vehicle inspection reports. They can be accessed as needed. Fleet Complete HOS complies with the US 396.11 inspection requirements.

Can we have our own current inspection form on the tablet?

Yes, our professional services team can create this for you within HOS for a small one-time fee.

I just loaded Fleet Complete HOS on my Android Device. Why am I not seeing accurate information relating to my Reset and Restart date/time (or see “None” in the driver’s Service Detail Screen).

The first time you start using Fleet Complete HOS it does not have any of your log history in the database.  You need to start logging your Hours Of Service to build history so it can calculate your Reset and Restart points.  You will also see this when you view your Driver Service Detail screen.

I am not able to associate a Power Unit with my Android Device.

Have you placed your driver in the On-Duty status?  Drivers must be On-Duty to attach their Power Unit and Towed Assets.

Have you considered the upcoming ELD (Electronic Logging Device) rules in your system design?

Yes, we have designed the application to handle all of the upcoming ELD proposed rule changes.

My fleet operates in both the US and Canada, can you provide my driver with warnings that relate to each rule?

We provide the driver with ability to select the rule set that they are operating under so their warning clocks reflect the proper warning and violation notices based on the rule selected.  We also handle Intra State and Province rule sets.  All rules are driven by rule tables with variables for each of the rules you need in your operation.

Do you handle the new FMCSA (US Federal Motor Carrier Safety Association) July 1, 2013 rules?

Yes, we handle both the ½ hour Off-Duty (Break) before driving after being On-Duty for 8 hours since the start of shift, and the two Home Period 1-5 am Off-Duty Times within the 34-hour Restart provision.

Do you handle the Oilfield Exemption/Provision for the US and Canada?

Yes, we handle the rule for each Country as described in each country’s rules, including the 5th line for Off-Duty (Waiting at Well Site) logging provision. The Restart provision can be applied either with or without the 5th line.

Does the application store all my documents for an audit?

Yes, currently the system stores all the required documents for both a Driver Log Audit and a DVIR (Driver’s Vehicle Inspection Report) Audit. Currently the system stores all records for 12 month however, we will be adding an archive feature that will place these documents in a directory on your local server hard drive. This will allow you to keep the required 6 months of driver’s logs and delete them as you like as well as retain 2 years of DVIR reports, deleting them as you desire.

What if my driver forgets to change their duty status to Drive and/or from Drive?

The system has two automatic duty status features. First, when the vehicle starts moving and reaches a preset speed (currently 15 km/about 7mph) the driver’s duty status is automatically changed to drive.  When the vehicle stops, a timer (currently 5 minutes plus a warning message of 1 minute) starts counting down. If no vehicle movement is sensed and if the driver doesn’t cancel this auto duty status change, the driver’s duty status will be changed from Drive to On-Duty automatically at the point that the 5 minute timer started (this is so no drive time is lost).
